How is a Free country supposed to exist?

This country says we're not supposed to have cruel and unusual punishment... but many crimes have cruel, harsh punishments.. it may not be torture or anything like that.. but it's damn cruel to take so much of our money away!!! How many people have been put out on the streets 'cause they had to pay the fines? And we can't say, "no, I disagree, this is cruel"... no, we have to sit back and take it... the government can do anything they want... they could take over if they wanted to.. what the Hell could we do about it?? We can't fight them.. look at all the security they have.. look at all the weapons they have... How could a Free country ever exist??
